It works on all platforms and all you really need to do is once you have the cool down that’s bothering you go to the Los Santos car meet and test drive a vehicle. Once they’re call Dax and try to request admission which you won’t be able to do due to the cool down, then while having that prompt up drive to the exit, and once it asks you to leave the car meet, choose to enter it, and then it should allow DAX to process the mission kicking you out in to free mode and allowing you to skip the cool down
