Most likely it's because the host needs to actually... be the host. But the others fill up the extra player slots. So a host taking 15% is fine because you need someone to actually run it, and 15 is the lowest it can go. Meanwhile someone who doesn't need the money but joins the heist is just taking a player slot away from people that need the money.
