@untold ember you are not doing the trick. Once you tow the boat and manage to get the boat out of the police station drive a bit way. Then get out of the truck and run, when you are a bit away from the boat, let yourself get killed by the cops. The cops will be gone on your respawn and you can drive calmly (if you font own a phantom, you will need to find another cab)
