I just saw a post pointing out that because of a flood guage sign there will be dynamic weather and floods in the game.

TGG also pointed out that it's likely that we can hang out of vehicles and shoot because it was in the trailer. I would take that with a grain of salt too, cuz there are cutscenes in gta v where you hang out of the car and shoot (heck it's in the prologue).
