You're attempting to use the PBR pack in base Minecraft, you need to use Minecraft Preview

Assuming you're on android, you go into the playstore and go on the page for Minecraft. Scroll down and apply for beta

#

Just know, if you ever want to revert, you will lose your worlds if you don't know how to back them up

IOS, you need an app called testflight. It's a limited beta thing, it's the hardest version to get Preview for 😭
