If you didn't do Rya questline, you are locked from them, unless
A) someone dropps them to you
B) you go ng+
C) if you are pc you just cheat engine them

I think you have to kill him for his bell bearing

Yeah I killed him, but if you don't start Rya's questline he doesn't sell anything but her medallion which you get when you kill him
