start moderating and giving punishments to culprits in loan/holding scams

instead of blaming it on the gullibility of the victim, start moderating and giving punishments to those responsible in scams such as loans, people scamming bal which was held for someone else, etc, people often do such scams because they know that even if they get caught for doing such things they won't face any consequences. so if the admins and mods start giving consequences for such scams obviously the amount of such scams will go down drastically and thus will lead to a better and healthier community
