true but breeding should still be a thing as thats how people would try to get good IVs in the game its not just based on luck well sorta but not really you could get good IVs by catching but that wasnt really effective this would make a more effective way to get the pokemon you want with the IVs you want.

20k for what legendary sure but for common breeding like pidgeys that would seem overpriced

It would also open a new popular pokemon people would be going nuts for, Ditto specifically good IV ditto since ditto can breed with any poke.
