im kinda clueless on what the proper way to solve this is but since noone helped Ill try my best, I'm pretty sure the max is p=5 and q=5, the minimum is p=10 q=0 then just place those into the given (p^2*q^2)/100, subtract one from the other and you have your answer

p+q have to equal 10
so any two numbers which do so work
10+0=10, 5+5=10
5^2*5^2 = 625, 10^2*0^2=0 that is the maximum and the minimum
(625-0)/100 = 25/4

If x is in span(v1,...,vm) then you should be able to express each vk with w1,...,wk. Start by writing the first ones:
v1=w1

This step can be done by induction.
Thus x can be written with only w1,...,wm so x is in span(w1,...,wm).

Another way to do it is to rewrite the m equations with only one matrix equation. You can write that W=AV where W=(w1 w2 ... wm) (a column), V=( v1 v2 ... vm) ( a column) and A with only 1 in the bottom-left triangle. det(A)=1 so A is reversible and you can write V=BW where B is the inverse matrix of A (which you don't have to calculate), which means every vectors v can be written with only wk vectors

you can also think about it as a stretch where everything is pulled towards the y axis by a factor of 3 so you'd usually have a tan intersection at pi (or 180deg) but instead its now pi/3 (or 60deg)
and the multiple of 2 increases the positive y values and makes the negative ones more negative so stretches it away from the x axis by 2, would recommend messing around with desmos to gain an intuition for stuff like this

My advice on this would be to select 2 random vertices, fix them.. and think what condition is necessary to for selecting the 3rd vertice to make the triangle obtuse.

You will then see how many work for those 2.. That's a good place to get started to see how the pattern works for what collection of 3 vertices count in this set. To make sure you hit every collection of 3 vertices in the set, without repeats of the same obtuse triangles, you'll need to do some extra steps.

Also you may have to consider odd and even n-gons separately.
