Is Computer engineering (CE) and Electronics and Communication Engineering (ECE) the same thing?

In india hardly any colleges offer CE as a branch. Where as most offer ECE. I also just noticed that James is a CE Student. Does that mean he also knows about electronics and circuits like I have in ECE????
