Using a LiPo 5v3a battery

all servos and LEDs are driven directly from the USB battery and not through the arduino

if the arduino is plugged into the computer via USB port while the external battery is plugged into the external power for all other components, then the helmet boots and operates perfectly.

I think I might be understanding it more. The Vin pin is regulated and good for powering the LEDs connected to their respective pins, but not enough to power both the LEDs and the nano itself. Should I then split the line and power the nano via it's USB and leave vin plugged in to power the LEDs?
