A popular option for DIY projects like these is an adafruit rgb Matrix HAT for raspberry pi, together with rgb led matrix panels. Could also just use individually addressable led strips in a grid, but would probably be harder to wire and program than the premades.
I found a guy who made something similar. In the Tutorial he showed how to install them, but not really how to programm them. The matrix however can't display different colors. I don't know if this would work for your helmet. The rgb Matrix HAT is, as far as I can say, not really easy to use for the whole Display because it's not transparent
