This depends on a lot of things, mostly the modellers terms when you buy pay the model, some free models also have terms on them.
The whole subject of fan art is a bit murky, but you can see stuff for sale in most places.
There is a long video on this, but definitely worth a watch as very useful stuff in there..

I bought some raw 3D prints to see the final product before I got my printer, and loved them and got a printer shortly after, the ones I bought were sold directly by the person that printed them, but they had permission from the modeller to sell them.
