what's the best course of action for holding together parts printed in pla? I've been looking into 3D gloop

Agreed, weld on the inner lip, it will be stronger than glueing

Yes, you can glue and weld, but I wouldn’t recommended it, as the fumes are nasty. If you do glue and weld please wear a respirator as the glue will give off fumes if you weld it.
