Usually happens when the bot has ping issues on a server shard. However if it’s to the point where you can’t catch the majority of the incensed Pokémon you can ask for a refund. However just a handful is fine. Plus they’re not exactly rare either

If you were to check a Pokémon’s name on the Pokédex and it says “Evolves Somehow” then there’s no current way to evolve that Pokémon. The best thing you can do for now is to wait til they add (If they do) a way to evolve all the Pokémon that say “Evolves Somehow” and if you want to get that Pokémon you’ll just have to catch it or buy from market
