How do i do this effect

You really won't be able to do that in Premier pro.
If you don't understand after effects
You should not be focusing on such difficult effects first.

okay but I really know all about premiere but what is the effect then his head comes off and swirls away like that?

get the frame
get a png transparent of the head. add it to another layer
transform the head rotation and size
Animate it
done.

Thats a bit more approachable.
You have the 2 clips.
A: the 2 guys - the background is removed either green screen or ai or magic mask.
B: The background

for A you reduce opacity so they disappear. Can add other effects too like make them smoke or dissolve.

but how do you fill in background then when you cut them out?
