You should do that, set the threshold to -0.1dB and boost the volume
Not too much though otherwise you'll have no dynamic range
Make sure you set it to limit, and I can't really answer that question you'll just have to try it out

Quick and simple tip is to use Audacity. Load the track as a new project, then use 'Loudless Normalisation' with a -10dB setting, then immediately afterwards use 'Amplify' which will bring it up to 0 for releasing/Rekordbox.
Provided your mix is generally solid, it should sound spot on and be normalised across your other tracks in RB.
If the track isn't mastered mate that could also be a factor
