VSYNC on - guessing it checks native vs setting the hertz to 120 and toggling the slider to 120 trying to force it does not work

VSYNC by definition limits your GPUs frame output to your screens refresh rate.
Why would you first enable VSYNC and than trying to overwrite it (with a higher frequency of all things)?

Ah, so your screen is 120 fps, and you expect that framerate in the game but the game is giving you a lower FPS?
That is probably caused by the fact the game can't reach it.
Icarus is a tad memory hungry and definitely VRAM hungry; you need a reasonable beefy GPU to run the game at high FPS
If you can't even reach 120 FPS on a new prospect, you'll need a bigger rig to reach that framerate.

You can't force the game to run at 120 FPS if your GPU is struggling to even get for example 80 FPS.

There are ways to improve your performance though.
Running the prospect on a Dedicated Server for example offloads a lot of the calculations from your rig.
Running Thumper to regenerate mined voxels in its area of influence, run a Localized Terraforming Device to respawn trees in its area of influence, enable foliage respawn and big rock respawn, only keep the mounts you need and send the rest up to the station (or kill them for their meat), keep your bases reasonable sized, don't make extended power and water networks (multiple smaller networks tend to be easier on your rig than one massive network).
Those kind of things.

I was trying to get good fps with rtx enabled but a rtx 3060 is sub par leaving rtx enabled on while playing this game as you said why leave on vsync ( the description that is listed was misunderstood ) - turning off vsync and rtx enabled me to get a higher fps
