Probably not. That's more an issue with how Steam handles updates to games on the Unreal Engine, IIRC. It's been a problem with other games based on the same engine. They've improved things a lot but it needs more work.

They being Valve. It's beyond the control of developers other than what engine they choose to work in.

Separately, however, it doesn't actually download the whole game. Steam displays the amount of data it's patching, which is why it looks as though it's updating the whole thing. See my screenshot in #screenshots for an example of the download size vs the patching size. Below the progress bar on the right, the download is on the left indicated with the down arrow-ish icon with the patch on the right.

You're not downloading the whole game every time. It's a 4.53GB update.
It patches most of the game each time though, due to the way steam deltas the pak files.

Do you have a way to check if that was the actual download size? My Steam looks different but I'd be surprised if Valve is wasting bandwidth when they don't need to. That tends to cost them actual money.

Are you running Mods? Are you updating every week or delaying updates for a few weeks at a time?

Hrrm, no idea why you'd be downloading 30GBs when it should be 5GB.
Were you on the experimental branch or something?

It's not on an external drive or something that may be disappearing, confusing Steam as a result, is it?

I just can't see Valve doing that. It's costing them 6x what it should if they do. Sure, it's probably only a few cents overall but that literally makes no sense.

I'd be willing to bet Steam simply isn't displaying it properly for some reason. Maybe next patch, install something like NetWorx which can track actual data downloaded on a per-app basis and make sure.

I dunno why your UI looks different to mine, but this is what an actual 30GB download + 38GB update looks like on my end.

As your UI doesn't seem to be displaying the download size from the update size separately like mine, I can only assume they're grouping them together and not showing you the true download size
