Yep, 4060 should handle it fine, especially if you use frame-gen! I've run it on my 4050 and was getting 60-100fps most of the time

What resolution do you run + any windows scaling or anything? Have heard about this text legibility issue before but haven't seen it until now

Regarding the videocard:
Keep in mind mobile cards (used in laptops) are less powerfull than full-size cards (used in desktops)
Also, does your videochip have dedicated video RAM? Because Icarus is quite video RAM hungry, and if your videochip doesn't have dedicated video RAM, it'll use shared video RAM (basically the 'normal' RAM, which is both slower than dedicated video RAM, and it'll eat away RAM from other processess including your game client)

Regarding the unreadable text:
Als ShinWow said, usualy that's a scaling issue
Make sure you play the game at the same resolution as your screen native resolution (laptops don't always have a 16:9 screen; but than again, 1280x800 isn't exaclty 16:9 either)
Scaling happens when you play your game on a different resolution from your screens native resolution

Yeah 1280x800 is very low, we wouldn't test on anything less than 1920x1080 tbh. Surely a laptop with that GPU would support a higher resolution? Check your windows desktop resolution is setup correctly maybe?

I have a notebook too with a 4060 and 32 gb ram. when I play with DX12 I had always crashes.after playing a bit sso I went back to DX11. maybe it is the point that the 4060 has only 8 GB VRAM.

1280 x 800 is a very low resolution. can cause font or interface elements problems
