I get the same, Sara updated the guide with a line at the top saying they probably turned off the data server where it tries to download your character-data files from.

The only solution we have as of right now is to follow steps A, B, and C in Twist's guide to credit yourself the appropriate currency to re-buy your missing workshop gear and rebuild your character(s): #how-to-icarus message
