For me I found the Icarus exe file and removed the check box for "run as administrator". Then it worked. Completely the opposite logic that I expected.

Icarus and Steam have to run in the same permissions context, or Icarus can't access Steam's networking functions. Since most people don't run Steam as Administrator, Icarus likewise can't be run as Administrator.
