After installing the patch with decentralization (week53), you can't assume anything and add any items, such a window is displayed, above it is written to click something, but nothing works.
On patch 1.2.27 everything is displayed normally.

Join or start a Prospect / Outpost / Open World.
There you'll get another Loadout window, in which you can actually add items to your loadout.
You're currently looking at the screen where you can reclaim (insured) items that are currently planet-side.

I just tested it with a character in my OW.
Put some items in my inventory, dropped in, ran around a bit, pulled out via dropship.
Dropped back in with another loadout.
I did get the new loadout when dropping in.
Are you sure you left your Outpost / Open World by dropship?
Because if you just RtCS (Return to Character Select), you're not actually pulling out (thus you don't get your new loadout).

I did. Went back in drops hip five times yesterday. I'll verify my files when I get home to see if something didn't get properly updated.
Did you leave the items in the ow? This is where I'm having the issue. It's seeing everything I left on planet and I cannot select a new loadout

No, I took my stuff back up.
I only brought it down for testing this; there was no need to leave it in the OW.
