#YouTube downloader allowed

We use Railway to host the private and public websites of our online radio station. We have all the required licenses (to have and broadcast songs), but we don't have an "official" way or program to download songs.
We currently have an external program to download them off of YouTube (not hosted on Railway), because we were told it is not allowed to put a YouTube downloader on Railway (while we do have the licenses).
We were wondering, if we do have the correct licenses, can we put the YouTube downloader on Railway?
And if not, can we host a service on Railway that doesn't download the YouTube videos directly, but calls an external api to download it, and then return the file to the user?

Hello,

Sorry but just as a blanket policy we do not allow YouTube downloaders.

Since you have the rights to play the music you would want to set up a way to get access to the music through official channels.

That would still be distribution, so still no, unfortunately.

Additionally, I'm no expert with what licencing you have, but just out of curiosity, I would imagine it only gives you the rights to stream the song anyway, not distribute the media files freely.
