Have you tried logging out and back in with the cli? railway logout, railway login? Also make sure you have deploy perms in the project and environment, if you own the plan then that's not relevant though

there may be a size limit you’re hitting by including the packages.

railway up always excludes the node_modules, so yeah, please tell me the size of your project excluding that folder, any OS has native features to tell you the size of a selected group of folders and files.
