You can create multiple projects, each with multiple services.

The hobby plan is $5/month which includes up to $5 in usage. If you use over that amount you get billed for the overage

Each service will receive 8GB of RAM to use, there are much bigger projects than discord bots that dont even come close to 8GB of ram in a service
