I would advise using npm ci instead of npm install

I have tried "npm ci" with the same result.

As for omitting dev deps - I think yes. "dev" means that they are not intended for production.

Also, I am not sure about this bot (Percy). It says that thread is closed (and I reposted question because of this) and it appears that it is still alive.
