No, Railway does not have a "sleep" mode for apps/databases. However, you can set execution hours to limit the amount of time your app is running.

So is there any way to make the app active for the whole month with out upgrading to Developer plan?
No, the point of the free plan is as a trial. If you want to be able to use your app all month you'll have to upgrade
yeah, I think if they make developer plan to run for full month it would be great, like an actual free plan and not trial, I am moving from Heroku since they removed their free plans

I think this means that max is 20 days
I think you're confused, the starter plan and the developer plan are separate
The starter plan is the free plan. You have a 5$/500 hour limit. The maximum time you can run your projects is 21 days with this limitation
the developer plan is a paid plan. You have 5$ of free credits per month, any resources that you use over that 5$ you have to pay for
but it removes the 500 hour limit
