You have to research it. It's under the Onbu label.
The way I deal with it (Veteran, No hazards):
Tents ×8 > Berry Collector ×2 with +70% efficiency (3 workers each) > Herbalist (3 workers) > Village Doctor (research) > Automatic Water collector (research) > Carpenter and Stone cutter (2 workers each) > Village Doctor (building, 2 workers).
You have enough time to do this even on veteran mode since the Onbu is asleep at the very start.
