#Master stat discrepancy

I have a master one on my deadshot thats 29000 damage and a normal one thats says 45000 damage

I've seen this also, but with a non-master and a master, where the non-master out stats the master item, my thought is that as you progress, the base stats in general of drops are higher, but not 100% sure
