I think those are "Master" Legendary items, but it's a bug and it doesn't show the word "Master". I have several Master Infamous items and they all have borders, but all my Legendary items that have a border are missing the Master wording, and they have higher stats than other identical items with no border. This is just my best guess, not 100% sure.

The notorious ones don’t have borders, I have 2.

My theory is that it is a max roll item. I have 2 of the same legendary, one with border and one without. The border one has almost double the DPS
Edit: on closer inspection they have different names

It means it has Nano leveling potential, so if the weapon is used you add extra stats to areas

This ain't that though, you want creative builds and not 'best' gear. There's pieces that are better than others, sure, but nothing outright 'best'.

the different names are only due to the nano upgrades, if you put a lot inro reload speed youll get "speedy" before the gun name and so on

I'm sure that's likely a feature that'll come eventually.
I don't hoard too much, I keep only 2 versions of Infamy stuff unless it's used by multiple characters.
