There's no way to fix this pixelated terrain thing, You can use a texture base (just like any other maps using that method) to smooth those out, but you have to come up with your own terrain paint in the process of making it. I won't be able to show it (as i have lots of non-game related stuff) but i suggest asking this question to Blue Civetta Bolide, who's a moderator here.

yes, it's normal, you have just to copy past setting folder from your old 0.28 folder

(it's why we say to just rename it, just because all settings and other are in it, so it's easiest to just drag file to the new one than just redo all)
