i understand, but the issue is that your ram full size is not being topped out, but the speed is. think about it as having a 5 lane freeway , but the speed limit is 20. thats why its slow. my best advice would be to try to find a friend or someone to trade with for 2 stick of 16 gb ddr4, which will perform better

single channel can be 10%-30% slower in cpu intesive applications (which is your case) but I wouldn't sweat too much over it since that'd mean that you still get at most 31-32 fps which is not great anyways try lowering the amount of traffic cars, reduce CPU heavy graphical settings and try vulkan api
