That usually means that you have a mod that has configs for a specific mod, but you don't have the mod required for the config to work.

steam does refunds if youre under the two hour mark btw... if you sat on it long enough to not be eligible for a refund, thats on you. its ea, not a finished retail launch. and promising a feature that gets delayed or rworked during dev is how every game works... calling a pivoting dev roadmapo a kickstarter scam while theyre pushing weekly physics patches and engine stablility updates is dense. if you want a static and finished product with a boring career mode you should stick to titles that arent in active dev instead of whining about promises on a platform designed for building

also side note 0.32's teasers started on the 27th of february which is 3 days after when we got our first teaser of this year(we saw the new car on the 24th), 0.32 dropped on the 16th(?) of april so that one was a bit later in the month

meanwhile 0.35 started getting teasers on the 14th of february i think and dropped the 2nd of april, so my guesstimate of 2 and a half weeks might be slightly off

As far as I'm aware the devs decide on a feature set for next update, develop it, and whenver its ready, get it tested and released a while later
Of course they aim for their every couple months but as development is a human process it can always vary
