ok, so disable all mods, delete the "pickup" and "common" folder in your current—>temp—>vehicles directory, and start the game. the pickup should spawn correctly without problems.
now activate each mod that coukd be causing this one by one, and after each one your ctrl+r the pickup until you find your broken mod

should be relatively easy and straight forward

they’re detailed in the sense of modeling but they have nearly 0 customization

the action cant be completed because a folder or file is open in another program

turning computer off to shut all applications down

when you found your bad mod, you delete that mod. then delete the pickup and common folder again, and you're fine.
the folders you're deleting are just the temporarily saved pickup files, so this vehicle loads faster. but it also can safe bad or broken files from a mod. so u gotta delete it.
next time you load the pickup, these files will come back again without anything you have to do.
