A good and well lit enviroment
High shutter speed and low ISO to reduce noise and get greater detail
Keeping the phone as steady as possible to prevent any blurring

I would suggest expose for the sky, then later boost the shadows. You can save a lot more detail in the shadows than the highlights. Once you lose the highlights, they're gone. If you still can't get anything good, meet in the middle.
