This is going to sound insane. I also had a 90 with high beam issues. Try holding the wheel tilt adjuster open, then pushing the wheel all the way down, like a little past it’s last click spot

This is how I operated my ‘90 high beams for the two years I drove it before I used it for parts

If that doesn’t work, check fuses there’s a box in the footwell and in the engine bay

So I've made an interesting discovery, it is the steering column and I got them to come on! Multiple times too!! However I set the wheel almost all the way up then pulled it down and they came on, after that I could push the stalk forward to turn them on and off.
