#Locating someone who doesn't want to be located

Hi guys. I'm currently trying to figure out who it is I see on a picture. I have 4 pictures of my person-of-interest (PoI) and a name (which I suspect is a fake). My problem is that I'm having an exceptionally hard time finding out who my PoI is, as there is absolutely zilch about him on the internet. I've run the usual tools - pimeyes, search4faces, faceid, different reverse image searches with and without cropped version, exif data, but this guy is an absolute ghost. I've even tried birth/death registries in the country he's allegedly from, but nothing. In one of my pictures, I have him with some really important people from Easteren Europe, and my PoI is even wearing a badge, as it looks like they're at a conference, but he was clever enough to turn around his badge so you can't see what's written on it. I tried looking into the SoMe of the other guys in the pictures, but nothing there aswell. Any tips or help to locate my PoI through the pictures and (presumably fake) name would be greatly appreciated!

In such a case I scan the family members if those I can identify. They're often more careless about what they post. If you have a date and place for the ?conference check news articles, event sites, hotel pages ( for events)

Just brainstorming:
• In some countries, conference organizers sell the attendee list for a fee.
• Presumably you've checked already: the fake name might have other forms / iterations? (i.e. Some people developed aliases over time and might have used slightly different iterations.)

Also, not sure if the 4 pictures are already geolocated?

It's hard identifying family members since my PoI has a super generic name, making it hard to identify who he's related to. I'm starting to have doubts about his name though - we were able to extract a last name from one of the laminates he's wearing at a conference. It correspondents with the last name I already have. So unless he's actively using the fake last name in the field too, I think I might have his real full name. I haven't been able to find it in any registries in the country I'm searching in right now. I'm thinking about branching out to other countries where he's been known to hang out and see if he might appear in some of their registries.
