As the name suggests, it's a phantom track counter part to phantom tracks. Just like the phantom tracks when holding it would show up but when not holding it would be invisible. The main reason for this would be for phantom tracks so you don't have flowing buffers and for people to build custom buffers.

But why would you need an invisible buffer

Why would you want a buffer? Deosent th3 end of the track also stop the train

  2. a buffer can stop a train in the middle of a track without a station

you know what would be realy nice? IF the little stone things for stations and signals where invis unless holding a station/signal
