I think they mean actually placing blocks that are at that incline so you can have a continuus incline at that angle for a longer period of time rather than the current system where your entire incline is essentially one or more "waves". It'd definitely be nice to have but I'm not sure how they could do it without making it awful to use.

what i want here is placing a sloped rail that's not a 45° angle but a smooth 15°, 22.5°, or 30° sloped rail
