bogeys are currently one block ablove the tracks
moving them down one would have them be in the same block as the track, which isn't possible, and moving them two blocks down would put them below the tracks

I'm not sure if this is at all feasible to add to regular train tracks, but if you could place a bogey below a train track rather than above it while assembling a train (and then tricking Create into thinking it's glued to the train above the track), it would be possible to create a bogey that's visually and functionally within the same height as the block the track is occupying, thus allowing you to use every block higher than the track for the rest of the train.
Again, I don't know if this is feasible, but multiple directions of bogey attachments have already been done with the monorail in this mod, just without the glue trickery that this'd need.
I think the best option could be a trapdoor height bogey

I personally really like using carpet height blocks as the floors for my trains so I can have one block high level boarding (like the picture below)
And I also make a lot of use of Framed Blocks because that allows me to make any material into any shape I want, having a bogey you could "disguise" as another material would be very nice for that too
Yeah i see your ideas, and for me a slab/trapdoor-height level bogey was my plan
