So you gotta make use of those bonuses (especially Ult) before Ruan takes two turns
But her taking more turns also means more Energy

What makes Ruan so goddamn good is that her buffs are quite rare
Generic ATK% buffs usually dimimish in effectiveness because many DPSes end up oversaturating the buffs
But Ruan Mei gives shit like DMG% and Res PEN%, which gives much more damage and is a unique buff that doesn't dip into other modifiers
Hell, even Blade can use her because she buffs his damage just as well despite his HP scaling
She's like if MSG was a Harmony unit
