Asta, Sushang, Tingyun, and Serval can hit 120 Speed without much difficulty. Probably Seele, too. (I don't have Seele, but she seems fast as hell).
Natasha and Qingque, however, have difficulties -- Their base speeds are under 100.
Planar Sphere/Link Rope sets
These you have to use the Emulsifier or whatever it's called in the Simulated Universes. The Herta and Xianzhou Luofu ones can be obtained in World 3.

Speaking of Cycranes, the two that I found this morning were glitchy - they both took off from the perch without interaction, which in the first instance left the puzzle technically unsolved, so that when I went and interacted with the empty perch, I couldn't move, and had to reload the game. (The second time, I was quick to catch it before it'd gone too far from the perch, and the puzzle then behaved normally.)
