you can try several Information Retrieval algorithms. If you don't need too much complexity, you can try non-transformer based model like TF-IDF / static-embedding based model. Maybe any suggestion from others may be more helpful.

you should focus more on the dataset you have , because the more quality of the data the best your bot perform the task, and also isee it as a RAG system if i m not mistaking. so focus on the dataset and the architecture with you supervisor

i see it as a search engine that search through QNA data that has similar topic isn't it? so i think platform would be adjusting on your university needs. the end result would be a kind of API

you can train your own IR model and serve it with fastAPI or flask. But if you want instant solution. maybe there's a product from azure/gcp for this kind of task
