cant get industrial steam engine to make electricity in gregicallity multiblocks

I cant get my industrial steam engine to work in gregicallity multiblocks, I tried putting steam into the ulv input hatch but nothing happened, am I missing something here? because the structure is complete, I just cant get it to make electricity

Is the output hatch full of exhaust?

its inside chunk borders and the output hatch doesnt have any exhaust, the mod doesnt even tell me how to use this industrial steam engine

yes it has an energy hatch

and yes it is feed enough steam, infact it doesnt even consume the steam for some reason even when I put the steam into the ulv input hatch.

I had put a battery buffer and then put wires connecting to the dynamo but it didnt feed
