Every time I try to launch either the video editor or playback, it now hangs on the screen forever. Is there any way to fix it?

just use 2.0.0 or 2.1.0 end of story

Your v1.3.0 is corrupted. Since this version is no longer available, switch to v2.0.0. If you run 32-bit Windows, switch to v1.2.3.
