Can i change the url to the API, so it points to my ip instead of localhost? Im trying to share my wrapper with someone else

I think major code changes have to be made. I have not attempted to fiddle around with them.

This also requires that your IP assignment is static, which means your PC's external public-facing IP address should always remain the same. From what I know, many ISPs may assign your IP dynamically, meaning it may change regularly.

Basically he wanted Wrapper's system to point to his public facing IP, to enable things like remote collaboration

If not then how can i share the same instance of wrapper with someone else? You could do that In 1.2.3 by portforwarding the assets
