Not sure but, they did interview a lot of people even after the HC is done, and placed them on waitlist if they passed the bar.
So, ig they'd give RO's to inclined interns first, process offers for those waitlisted folks later, and then send out OA's
so HC - ( ROs + Offers for waitlisted) = New NG HC
