I don’t remember exactly but the referrer has some internal submission tool that will add the referral

On work day your app has an id and they can use that, maybe it’s the same for msft

referrals can be both after you apply or before. you need to give the application IDs though so its best to submit as soon as it releases and then get ur referral after
