It’s good that you have allot of experience doing different types of work
I think your main problem is a lack of technical experience
Not really sure what you can do to fix besides joining a fake startup or having some more technically challenging / impactful projects

the main improvement i see from this resume is the first work experience -
it's the most relevant to SWE new grad companies that I assume ur applying to?
I think you could try to include a bit more technical detail on your contributions, like showcasing the technical problems you encountered and a bit more on how you used .NET
like overall you explained well what you did, but it just feels like you could go one step deeper to show your understanding of the framework more, sorry for the vagueness
also metrics like 2000 users sounds impressive but ultimately im assuming the day-to-day work was more on the database performance itself? maybe something like 30% query search speed decrease would be more relevant than the users since you're not directly affecting the user experience, if that makes sense?
another thing in the skills section - try to order them in order of preference and/or skill level. if theyre open, recruiters will ask you what language you are most comfortable with, but otherwise they will assume the first/second languages/frameworks are your most used
that being said as well, your resume would be a great pitch for .NET roles, so putting that front of line in the skills would be useful
also did you use C#? never used .net myself but I hear they are related a lot
so overall might be worth tailoring your resume towards .NET, unless you are trying to pivot out of that to another stack?
.NET could be great depending on the market in their area
